Program features
The money that will be used for aid payment, its precedence was not very clear, however, according to Prates' speech, the aid will depend on budgetary, fiscal and financial possibilities of the Federal Government.
The program will have to wait to come into effect due to the law that prohibits the granting of new tax advantages during the election period in the country, being banned all year round.
Exceptions are situations such as public calamity, social programs that are already in progress, state of emergency or any program permitted by law.
The Fuel Aid program was integrated into the Zip code (Fuel Price Stabilization Account).
The senator's project aims at the resources that should be applied in reducing the impact of the variation in the price of oil in the world markets on the values that the final consumer pays for its derivatives, such as natural gas and cooking gas.
Thus, the program must modify the collection of ICMS (income tax) on gasoline, diesel, biodiesel, ethanol, cooking and natural gas.
As a result, a single-phase collection of the tax is carried out, that is, it generates a single phase of the production chain.
