The Fuel Aid program was created to financially support workers who need fuel-powered vehicles.
As everyone knows, the damage caused by the pandemic, together with the war in Ukraine, brought great financial instability to the world, now making oil more expensive.
Thus, the audience for which the program is intended, are taxi drivers, motoboys, app drivers and others of the genre.
The amount that will be allocated to the program has a ceiling of R$ 3 billion. It aims to mitigate the damage that current causalities are bringing to the market, which causes many variations in prices for ordinary consumers, increasing cooking gas and natural gas.
This social program must make a modification to the income tax ICMS, which will fall on diesel, gasoline, cooking gas, natural gas, biodiesel and ethanol.
Where do program resources come from?
In his speech, senator Prates did not make it completely clear where the resources that will be used to fund the program will come from, but declared that it will depend on financial, budgetary and fiscal possibilities, implying that it will be with public resources.
The new social program should be integrated into the CEP (Fuel Price Stabilization Account).
The program can only come into force on the next year due to the prohibition of new fiscal concessions in election years, with the exception of programs that are already in progress or those permitted by law, in case of public calamity and state of emergency.
Who is entitled to Fuel Allowance?
The public that will benefit from the Fuel Aid is the one that has a worker who uses a fuel-powered vehicle for the exercise of their work function.

- Be a driver or pilot of small boats: only vehicles with engines of up to 16 HP;
