The amount intended for the program has a limit of R$ 3 billion reais. The proposal came in favor of the crisis that the world faces as a result of the pandemic and the war between Russia and Ukraine.
The project aims to reduce the losses resulting from these causalities, varying the price of oil and bringing instability to international markets, varying the values for the final consumer, with natural gas and cooking gas, in addition to fuels.
The program should carry out a change in the collection of ICMS (tax), which falls on fuels such as diesel, gasoline, biodiesel, cooking gas, natural gas and ethanol.
Resources used in the program
Senator Prates did not make it completely clear, in his speech, where the resources for the aid would come from, however, he declared that the aid will depend on fiscal, budgetary and financial possibilities.
For now, the program should not come into force, since, by law, it is not allowed to grant new tax advantages in an election year. They are only allowed in cases of public calamity, state of emergency, social programs that are already in progress before the election year and those permitted by law.
The program will be integrated into the CEP (Fuel Price Stabilization Account).
